* This large body of material provides a better appreciation for the many similar and apparently never-ending problems of concern to authors, distributors and users of copyrighted works. It brings together all significant materials leading to the 1909 Act. To make this series more than just a scholarly or archival curiosity, and hopefully to facilitate its use as a tool in day-to-day copyright research, a detailed subject matter index has been prepared and included. The legislative history also provides some rather interesting historical fringe benefits such as the testimony and anecdotes of and about such noted authors and composers as Mark Twain (Samuel L. Clemens), John Philip Sousa, Victor Herbert, Reginald De Koven, and Edward Everett Hale. See illustration below. Law Books 29080 Law Books 29080 Books

It used the best records available, primarily newspaper accounts. Speeches are paraphrased rather than presented verbatim, but the record of debate is nonetheless fuller than that available from the House and Senate Journals. The Annals demonstrated the importance of having a record of what ensued in Congress. It inspired, and was subsequently succeeded by, the Register of Debates, which led eventually to the creation of the Congressional Globe and today’s foremost source of Congressional information, the Congressional Record.
