the Annals of Congress cover the First Congress through

of debate is nonetheless fuller than that available from the House
and Senate Journals. The Annals demonstrated the importance
of having a record of what ensued in Congress. It inspired, and
was subsequently succeeded by, the Register of Debates,
which led eventually to the creation of the Congressional Globe
and today’s foremost source of Congressional information, the
