Starting with the Northwest Territory, these volumes cover each of the territories chronologically, providing exhaustive detail of the constitutional development of each territory during the period before Statehood. contain a selection of papers on relevant materials on the history of the territories and the President of the United States, Secretaries of State, Treasury, and War, the Attorney Generals, and the Postmaster Generals, military leaders in the territories, also of lesser officials such as judges, receivers and registers of land offices. Papers may also include petitions and documents relating to land titles along with other documents and letters relating to the territories. The introductory volume (Volume One) consists of 52 pages (xv, 37 pp.) and was originally issued in wrappers. It is often found lacking from sets.
