materials on the history of the territories and the President of the
United States, Secretaries of State, Treasury, and War, the Attorney
Generals, and the Postmaster Generals, military leaders in the
territories, also of lesser officials such as judges, receivers and
registers of land offices. Papers may also include petitions and
