Formerly known as The Debates and Proceedings in the Congress of the United States, the Annals of Congress cover the First Congress through the first session of the Eighteenth Congress (1789-1824). It used the best records available, primarily newspaper accounts. Speeches are paraphrased rather than presented verbatim, but the record of debate is nonetheless fuller than that available from the House and Senate Journals. The Annals demonstrated the importance of having a record of what ensued in Congress. It inspired, and was subsequently succeeded by, the Register of Debates, which led eventually to the creation of the Congressional Globe and today’s foremost source of Congressional information, the Congressional Record.
