* Baldwin argues that nontariff barriers continue to inhibit the growth of international trade and world income, despite their reduction in 1967 by the Kennedy Round agreement. Quotas, subsidies and a host of other protective measures distort the world economy for the sake of domestic markets. Baldwin offers specific solutions for each of these “nontariff distortions.”
