Published three years after the reintroduction of the income tax, it is a work that offers a general survey of public finance and economic theory. Beginning with a discussion of the general principles of taxation, it goes on to deal with direct taxes, indirect taxes and public debt. Its importance was recognized almost immediately, and it went through two more editions in 1852 and 1863. McCulloch [1789-1864] was Comptroller of the Stationary Office and one of the first experts on public finance. In addition to this work and related articles in the Scotsman, Edinburgh Review and Encyclopedia Britannica he compiled and annotated the Literature of Political Economy, an important reference work.
