Stab-stitched pamphlet bound into recent marbled boards. Some rubbing to spine ends and corners, slight darkening to spine. Light toning to text, faint dampstaining in places, occasional neutralized dark mold spots to text, tiny hole to title page, clean tear to Leaf H4 (pp. 55-56) carefully repaired. $150. * Second and final edition, one of two issues from 1751. Hay, a Whig Member of Parliament, advocated relief of the poor by voluntary charities. The text of this pamphlet was reprinted in a three-part collection of texts on the poor laws published in 1752.
