Powell, then president-elect of the Association, presented a paper titled "Education Against Communism." Appointed by President Nixon, Powell was an associate justice of the U.S. Supreme Court from 1971 to 1987. He is also known as the author of the Powell Memorandum, a confidential essay for the United States Chamber of Commerce. A founding document of the modern conservative movement, it proposed a series of measures to defend and advance the free enterprise system against communist, socialist and fascist cultural trends.
