Kneeland, these reports were produced by the American Vigilance Committee on behalf of the Lancaster Citizen's Committee. They revealed an elaborate network of well-patronized illegal saloons, gambling houses and brothels. Each copy was numbered and distributed "only to responsible people" (preface of 1913 report). Our copies are 879 (1913) and 368 (1915). Copies of both reports are rare. OCLC locates 14 of the 1913 report, 1 in a law library (Georgetown), and 4 of the second, none in law libraries.
