It concludes that given the long history of economic dissatisfaction, particularly surrounding land, the peasants of Vietnam were vulnerable to Communist manipulation. American intervention would then have to address these real economic concerns. Taylor was an agricultural economist and progressive anti-communist who began consulting for the State Department in the 1950s.
