The Lunacy Act of 1845 and the accompanying County Asylums Act worked in tandem to establish an eleven-person Lunacy Commission that would inspect and register asylums and make suggestions and regulations for patient care. Six of the positions were full-time, three for legal practitioners and three for members of the medical community. The asylums were created under the provisions of the County Asylums act, which strengthened the network of public care institutions, allowing for the removal of the insane from workhouses and prisons to more compassionate institutions. Our guide lays out the new system with attention to its relevance to local members of the legal profession.
