In 1621, tensions between James I and Parliament came to a head when, led by Sir Edward Coke, Parliament openly called for a war with Spain and for James I to enforce anti-Catholic laws and marry his son, Prince Charles, to a Protestant and not the planned Catholic Spanish princess. James insisted that these matters fell within the royal prerogative and told Parliament not to interfere; members then issued a formal grievance claiming that this threat was in constitutional conflict with their freedom of speech. James in turn dissolved Parliament and issued this declaration in justification of his actions. OCLC and the ESTC locate 12 copies in North America, none in law libraries.
