Grand jury charges of this period were often a vehicle for a speaker's social, moral or political vision for society. The present charge, delivered by Roberts in his capacity as steward of the Manchester court leet, has a more historical inclination. It gives an overview of the structure and role of the court leet and discusses the importance of juries to the court. The first edition appeared in 1788. The second edition is scarce.
