Livingston's criminal codes for Louisiana and the United States marked an epoch in the broad international movement for penal reform. Profoundly influenced by Bentham, they stressed prevention over vengeance. Though they were never adopted, they were nevertheless deeply influential. Originally issued in 1826 as the third part of his Penal Code for the state of Louisiana, the Code of Reform and Prison Discipline "is especially striking from its breadth of its view, and in some particulars its wisdom is yet in advance of even the present age" (Hicks). Also included in this edition of the Code of Reform and Prison Discipline is the accompanying Introductory Report, which reviews issues addressed by the Code.
