This essay, a constitutional argument over the right to impose taxes, disputes a recent claim that all laws of that nature must originate in the House of Commons. More broadly, it reflects the power struggle between two houses during the seventeenth century that resulted in the dominance of the House of Commons. Holles, an English statesman and writer, had a long and varied career that spanned the Civil War, Commonwealth and Restoration periods. He is best known as one of the "Five Members" whose attempted unconstitutional arrest by King Charles I in the House of Commons of England in 1642 sparked the Civil War. OCLC locates 7 copies in North American law libraries (Columbia, Harvard, Library of Congress, University of Michigan, University of Minnesota, University of Pennsylvania, University of Washington). English Short-Title Catalogue R20018.
