Originally focused on the imprisonment of dissenters in the U.S.S.R., the group quickly expanded its focus to Europe, South Asia and Latin America. Its primary goals were to appeal for the release and better treatment of political prisoners and raise funds for their relief. It was chaired by Ralph N. Baldwin, founder of the American Civil Liberties Union. Committee members included Clarence Darrow, Jane Addams, W.E. B. Du Bois, Eugene V. Debs and Felix Frankfurter, one of the group's first members.
