In this report, Sellin proposes that crime arises from clashes between the "conduct norms," or values and beliefs, of different cultural groups. Sellin argues that all groups, including families, neighborhoods, and ethnic communities, have specific sets of "conduct norms" that define what is acceptable behavior. When different cultural groups with conflicting conduct norms come into contact, it can lead to situations where actions considered normal in one culture are defined as criminal by the laws of another. This clash is the root cause of culture conflict crime. Sellin's work established culture conflict theory as an influential approach within American criminology and sociological research. His ideas helped to broaden the understanding of crime beyond purely individualistic or psychological explanations by connecting it to larger social and cultural factors.
